GLENCOE HOMEOWNERS ASSOCIATION MEETINGS

The annual meeting of the Glencoe Homeowners Association was called to order on Tuesday, June 14, 2005 by the President, Christa Mory, at 6:15 p.m. at Stancato’s. The following were in attendance: Barb Krasovec, Joe and Anita Verderber, Cliff and Judy Isroff, Joe and Jan Hutchinson, Carolyn Marting, Bill and Ruth Koptis, Barry and Linda Leaventon, Bill and Karen Feth, Michael O’Connor and Kathleen O’Neil, David and Donna Dickens, Louie and Renee Zeitler, Rick and Rona Lowry, George and Beverly Gates, Jim Buxton, Debbie DiCarlo, Doug and Christa Mory, Jim Biggar (developer).

The following items were distributed: neighborhood unit status report, minutes of the June 2004 annual meeting, financial reports, agenda.

It was moved, seconded and passed to approve the minutes of the 2004 annual meeting.

Christa then introduced and welcomed the new residents, Karen and Bill Feth and Jan and Joe Hutchinson. Other new residents not in attendance are Emily Welty and Erika and Tom Georgeoff., who bought Rose Diehl’s home. Despite the sale of three new homes, Jim Biggar, still has more votes than the combined votes of the residents. That will change with the sale of the next piece of property. Presently there are 28 privately owner homes. If every lot is developed, there will eventually be 38 homes.

Landscaping and Snow Removal:

The next order of business was the discussion of the landscaping and snow removal, both of which are under contract with Stout. Following our meeting last year, the President contacted Stout and walked the neighborhood with the owner in order to point out areas that were not being properly maintained. The result was immediate improvement that waned after a month or two. Christa stated that there are other landscapers around, but none that also handle snow removal. She also indicated that it is the residents’ responsibility to water areas that have been reseeded due to damage from snow removal. Cliff stated that he had indeed watered his area and to no avail. He then offered to work with Jim Buxton over the winter to search out other potential landscapers. Presently the association is paying Stout approximately $30,000 a year. Christa said that mulching would be done this Friday but that anyone wanting trimming should have that done first.

Driveways:

Perrin Asphalt is scheduled to reseal driveways on June 21st. The rain date is the 28th. Driveways are resealed on an every other year rotation. In addition, there will be a new parking area created at the cul-de-sac of East Glencoe.

Treasurer’s Report:

The Treasurer, Barb Krasovec, reviewed the reports that were distributed. The operating report for 2004 stated total receipts of $194,624.06 with total disbursements of $72,642.80, thus leaving a healthy balance of $121,981.26. She announced that a CD came due in February. The association added $10,000 to the account and rolled it over for a 2.709% yield. We still have 3 CD’s.

Joe Verderber explained that our budgeting is based on cash accounting, not accrual. He noted that we spent less than budgeted on snow removal in 2004, but some of the December billings were paid in 2005. Our non-specific reserves are held in abeyance for special needs such as fixing the curb near the Balogna’s house and for road repair. All told, we are in good shape financially, and there will be no dues increase in the foreseeable future.

Maintenance Work:

Cliff asked who is responsible for the restaining of homes, the resurfacing of driveways, and the replacements of roofs. Joe responded that it is the association’s responsibility to restain the homes every 7 years, resuface the driveways every 2 years, and redo the roofs every 30 years. The decks are the homeowner’s responsibility.

Christa inquired about repainting the mailboxes. She suggested Bill Heisler, a handyman, who could do the work for $30 per mailbox. It was the consensus of opinion that there is no need to repaint at this time. She then asked if everyone was satisfied with the gutter cleaning. It will be repeated twice in the Fall and then again in the Spring.

George reported that bug spraying will be repeated in September. He reminded the residents that it is their responsibility to take care of any bug problems inside their homes. In regards to the lighting, there is a street light out, and that will be fixed. The automatic lights on the waterfalls are working well. They come on at 7:00 a.m. and turn off at 10:00 p.m.

Old Business:

Under old business, Jim Biggar reported that someone is coming for one day next week to dredge the lake at the entrance. If this works well, the dredging will be expanded. Jim had previously stated that the entire Glencairn. Association pays to maintain the lakes.

New Business:

David Dickens inquired about the status of Steve Masica’s contracting work. He was told that Masica is no longer doing this type of work. Dave complained about his leaky roof that has never been fixed properly. The developer was then asked by Linda about the dip in the road and whose responsibility it is to repair it. The Association will arrange for road repair. Rona’s concern was the unsightly condition of the empty lot adjacent to Emily Welty. Cliff then asked if we are going to wait another year to see if these issues are resolved. Doug suggested empowering the board to resolve these issues and to have different board members assigned to each area of concern and dispute.

Carolyn asked about the circle at the East Glencoe cul-de-sac. Emergency vehicles cannot make that turn and neither can the trash removal trucks. Because of the construction that has taken place there during the past two years, it has not been prudent to do anything about this. However, the board will pursue this matter and get a quote on making the circle smaller.

Bill Feth asked about whose responsibility it is to take care of trees with dead limbs. As well as dying trees. Christa explained that any tree or limb that falls on common ground is the responsibility of the association; anything on homeowner’s property is their responsibility. Any tree or part thereof that poses a safety risk should be pointed out to the President. It was decided that a walk through the neighborhood to check out our trees should be done soon.

Election:

The last order of business was the election of the board and the officers. By unanimous decision, Joe Verderber was elected President; Jim Biggar, George Gates and Ray Jirousek were re-elected; Doug Mory, Michael O’Conner, and Judy Isroff were elected.
